The honest, short answer for most Baton Rouge-area projects is no — but it depends entirely on where the container sits, and the exact answer can shift depending on which city or town you are in. Here is how it actually breaks down.

Private property placement: usually no permit needed

If the container sits entirely on private property — your driveway, a yard, a job-site lot — a permit is typically not required anywhere in East Baton Rouge Parish. This covers the large majority of residential and commercial deliveries we do: a driveway drop for a home cleanout, a lot for a construction project, a parking area at a commercial property. We place the container, protect the surface underneath it, and you load it on your own timeline without needing to involve city hall first.

Right-of-way and street placement: check first

If a driveway is too short, too narrow, or already occupied, and the container needs to sit on the street or another part of the public right-of-way instead, that is a different situation. Placing anything in the right-of-way can require a permit, because the street belongs to the public, not to the property owner. This is the case that actually needs a phone call to the local permitting office before delivery day, not after.

Why the answer depends on which government you call

East Baton Rouge Parish is a consolidated city-parish government — brla.gov serves as both the City of Baton Rouge and the parish government at the same time. If your project is in Baton Rouge proper or unincorporated East Baton Rouge Parish, that consolidated government is the right-of-way authority to check with.

But several communities inside our service area run their own, separate local government, entirely apart from the city-parish. Zachary, Central, Baker and St. George each have their own city government and handle their own permitting within their own city limits — a right-of-way question for a job in Zachary goes to the City of Zachary, not to Baton Rouge, even though both are inside East Baton Rouge Parish. St. George is worth noting here too: it is one of the newest incorporated cities in the country, approved by voters in 2019, so its permitting processes are still comparatively new.
